chore: guard register program

Depends on https://github.com/Lightprotocol/light-protocol/pull/1151 should be merged after.

Description:

• program keypairs often get leaked after deploying a program
• as an interim solution we guard the register_program instruction to be only accessible by the registery_program

Changes:

• add guard check when compiled with mainnet program ids
