Vanish doesn't give improved stealth levels #767

As of right now on Northdale, vanish doesn't give improved stealth levels and you can see anyone who has vanished instantly. Wowwiki is a bad source but it lists the fact that vanish does give improved stealth and it's even in the ability tooltip.

https://classicdb.ch/?spell=11329 you can see the amount of stealth levels it should give here. currently its ridiculous with humans using perception (+50 detection) sees vanished targets from 20 yards away who have +270 stealth level. It's very easy for the QA team to test the broken functionality on a PTR but I'll make a video of it too on the live server if required.
