Mobs casts all their abilites once CC breaks

Monsters uses all their abilities the moment they break out of CC. Most noticeably is the lava elementals in Molten Core once they exit banish they mediately turn towards the healers and stun the majority of the raid.

I believe this is cause by the fact that monsters are limited in using their abilities based on the amount of time spend in combat. For example you pull a mob then 6 seconds into the fight they use their 1st ability, then a few seconds later the 2nd, but if you start combat by polymorphing and break it 20 seconds later they immediately unload everything. This causes some damage spikes that doesn't feel intended.

this happens with the whelpling casters in scholo, if you sheep pull then they use all their abilities as soon as you break it and chunk you for 3K

They also use their abilities way too often, two hammer of justice from one scarlet gallant in less then 10 seconds and such.
