Enable RetroArch quick-menu #8

Make sure the quick-menu is enabled, and has a sane shortcut, so users can e.g. save shader presets, use savestates etc. The integrum drives had the quick-menu completely disabled.

Decided for "Hold Start for 2 sec" to jump into the quick menu. Easy access, no overlap with gaming mechanisms.
