re-enable mediation / verification #70

[ ] ensure all AI modules are deterministic (maybe need to test and fix certain specific GPUs) https://github.com/bacalhau-project/lilypad/issues/56
[ ] deploy at least one GPU mediator in the testnet, and ensure that scheduling mediation is also gpu-aware
[ ] re-enable mediation in JobCreator.py, MEDIATION_CHANCE_PERCENT
[ ] implement mediation in the smart contract implementation
