Automatically wax Iciwi signs and update pre-1.20 signs #50

Make Iciwi signs be waxed (uneditable) on creation/sign change, and also let the Iciwi plugin update any pre-1.20 sign to the 1.20 format so that they become usable.

pretty sure this has been fixed by now, if there's still problems with old signs (especially on Limaru since everything's old and sign-based) please let me know, thx
