E.g., stop apache2 and ModemManager on Ubuntu.

I had this change in my branch for a year, and would like to take a chance to flush it to the mainline. In my branch, I actually have the "all" target depend on it, I'm a bit shy to propose to do that in the mainline, but let's just have that target around, as "executable documentation".
