LIN-731 Migrate to MkDocs and Netlify

Summary

Given limited customizability/support in our current stack (Sphinx + RTD), we want to migrate docs to MkDocs + Netlify stack, which offers the following benefits:

• Better UI (example)
• Better support for search (e.g., auto-complete)
• Better support for feedback forms
• Cleaner URL paths
• Better site analytics
• More maintainable
  • Contribution is easier (Markdown instead of RST)
  • MkDocs and Netlify have better project documentation
• Cheaper subscription
  • We are currently paying $150/mo for RTD (Advanced)
  • Netlify comes with $0/mo (Starter), $19/mo (Pro), and $99/mo (Business)
  • With the starter plan, there is no cost for our docs hosting, except for (optional) additional service-specific charges (e.g., $9/mo for site analytics). We may start with this and move to higher-tier plans if needed.

• [x] Add a Netlify build status badge to README
• [x] Update GH workflow for syncing tutorial notebooks
• [x] Replace RTD links with (corresponding) Netlify links

Testing

This is documentation work, so it does not need new tests. Existing tests will kick in if relevant files are touched.
