Rename to_pipeline to create_workflow #884

Description

Rename to_pipeline to create_workflow
Replace pipeline -> workflow in codebase
All pipeline with .py file -> workflow
ORM table still named pipeline (change this will need schema change everytime between pipeline branch and main branch)

NO .md or any doc file have been updated for the naming convention change
