Add citations, warnings, and arrests to Civ's criminal history when creating or editing that characters

Implementation Details [Add any and all specific things you would like to see implemented. These can include things such as limiting the input for a input box to only include specific characters. (This can be as technical as you would like to make it, including code examples)]

I don't think civs should be able to delete anything from their criminal history, just add to it. Great example I can give is when I'm in PR I always have a second civ in the cad as my RP character's father. I do stuff like make him a veteran with a revoked firearm license and several warnings, then drive around in a vehicle registered to him so it gets brought up when I get pulled over
