Installing JupyterLab extensions #5

The extensions should be part of the environment.yml file. I suggest we solve issues #1, #2, and #3 before adding more extensions to the hub.

@khider Per our exchange today, I included the template extension in the environment.yml file and ipmpl. When I loaded it up on my binder it even showed up with a template option.

Then we will be good to go on the Hub.
