rescoping of PublishedIn #68

@dgarijo , an issue has appeared on the wiki as part of the Historical Documents WG. They would like publications attached to individual data tables, which should be possible. We asked for a formal request to be made to the editorial board (i.e. Nick and I), but since we still have to go through you to implement the change, I thought I'd mention it here.

@CommonClimate, thanks, I think having it here makes a lot of sense. That way on the next release we can just look at the pending issues.

I think we should also keep the form on our website for people who don't have GitHub and don't want to sign up for yet another service. We can always report the issues ourselves on here and the wiki.

We need both: the form is how the public communicates with the editorial board. This space is what the editorial board makes requests to Daniel the Ontology Master. However, we need to think how this is going to work in the long term… Daniel will move on at some point, and who will implement ontology changes then?
