Start Rasenbot Documentation's Hierarchy

• Start by creating a .md files in the directory hierarchy format described in https://github.com/LinsaneFC/RasenBot/issues/15.
• Explain a high overview of the project
• Don't focus too much on the documentation aspect for this story, but rather start pushing out a .md file that other team members can start contributing to.

This task was completed by pulling git wiki and pushing to it. A basic hierarchy structure was created as well as documentation on how to update the wiki.
