Improvements for building a cross-sdk:

Make the subcommand available if installed with debian packages
Enable specifying addtional packages that shall become part of the target-sysroot
Add searchpath for cmake files to the cross-sdk environment
Enable finetuning of the SDK via XML

Why have you just picked the bugfix? What is about the rest of the series?

Shall i add an example xml to the series to ease testing? Or any other test code?
