add basic support for bash completion for elbe #355

While experimenting with elbe I found that it would make my life easier having bash completion for the elbe program. An idea you like?

Very much. Thanks. I had this on my list but wanted to generate it from the python argument parser. As long as that is not done, I will take this. However, we require you do sign-off your contribution so that we know that you are legally allowed to make this contribution. Please also add a SPDX header to the new file with the license that you want this to be under (please pick one that is already used by Elbe).

Thanks for the hints. I wasn't really aware of both. It's fixed now!
