optional transaction usage #166

It would be great to have an opportunity to disable transactions for particular 
migrations. E.g. I would like to create a backup device in a migration, but 
procedures such as "sp_addumpdevice" and "sp_dropdevice" cannot be used inside 
transactions.

I actually implemented this on my own and just submitted a change with the fix. 
 We'll see if it gets in. :)
