Configure Kong OAuth2 plugin for Blue Button integration #371

  1. Configure the Kong OAuth2 plugin for the Blue Button Kong service.
  2. Remove existing Blue Button OAuth2 methods from Connect.

Ultimately, the function we needed to do this is in Kong Enterprise edition, not the community edition. For now, leaving The Blue Button routes as implemented & we cam circle back on this later.
