Update Blue Button tutorial to use Kong for OAuth2 #49

Once the Kong OAuth2 plugin is configured for the Connect Blue Button route, update the Blue Button tutorial in the docs.

We didn't wind up being able to use the OAuth2 plugin for Blue Button, so any tutorial updates for Kong will be part of the overall doc updates for Kong.
