"Ctrl+/" would not work for toggling comments. #528

What steps will reproduce the problem?
1.set Ctrl+/ as shortcut for toggling comments
2.
3.

What is the expected output? What do you see instead?
when I press Ctrl+/ the current line should be commented or commented out
