Does Not Reconize Non .Py Files #601

Open a non .py file ( the generic files python saves as if you don't specify a 
file extension when saving). 
 The option to check or run the script is greyed out, and unusable. 
 The color coding is missing.
 The built in tool tips are disabled.

For files with an extension not recognized as python you can do
View, syntax, Python.

In Tools Options IDE Options, Open dialog Python filter, you can specify the 
file patterns that correspond to python files. this can accept patterns without 
an extension.
