Devnet configuration, release and deployment for DEX

Description

• Add configuration folder for devnet network in the config folder, to be used when DEX Core and DEX Service devnets are deployed

• Added chain connector plugin to the CLI start command.

• Create the required config files in that folder:

  • config/devnet/config.json
  • config/devnet/dev-validators.json
  • config/devnet/genesis_assets.json
  • config/devnet/genesis_block.blob
  • config/devnet/passphrase.json

• Ensure latest service version is released using rc-1 version of SDK

• Deploy and configure DEX Core and DEX Service (as well as a Lisk Core node) on 3 different DigitalOcean VMs

• Ask devops to modify the DNS records to link to the newly created service

• Create a PR on https://github.com/LiskHQ/app-registry to register the tokens and service

Acceptance criteria

• Node launches with the -n devnet parameter and works properly
• Public service is available from the internet and works properly
• All existing tests are working
