Transaction constructor with fee and amount as type numbers should be accepted #1096

Expected behavior

Constructor should convert number to a string/bignumber

Actual behavior

Constructor throws an error if amount or fee is a number

Which version(s) does this affect? (Environment, OS, etc...)
