Faucet plugin does not have account limit #9098

Expected behavior

It should be hard for anyone to drain out all the funds in the faucet account.

Actual behavior

Currently anyone can ask 3000 LSK to be sent to their account using faucet plugin and there is no limit to that.

We should have per account limit
It would be more robust if we could allow limited requests from one IP address
Maybe decrease 3000 LSK to a smaller value.
Add error message, on unsuccessful transfer the faucet plugin still shows success

Which version(s) does this affect? (Environment, OS, etc...)
