What was the problem?

This PR resolves #LISK-1080 and #9

How was it solved?

Fixed the link to lisk-hotfix.patch
Change default profle for reth docker builds to maxperf and add flag RUSTFLAGS="-C target-cpu=native" to enable CPU-specific optimisations, in order to get the highest performance
Update Readme to indicate default build profile for reth
Update Readme to link open PR's to add Lisk to superchain resgistry
How was it tested?

Locally via :

CLIENT=reth docker compose up --build --detach
CLIENT=reth RETH_BUILD_PROFILE=release docker compose up --build --detach

Merging the PR, as was able to locally build and run the reth client on linux/arm64 platform successfully. The CI failure will be addressed separately in the future.
