What was the problem?

This PR resolves #Lisk-1260

How was it solved?

[x] Bump op-node to v1.9.5
[x] Bump op-geth to v1.101411.1
[x] Update both geth/reth Dockerfile to not use the Lisk Sepolia hotfix within Docker
[x] Add Dockerfile patch and README instructions to run node on Lisk Sepolia with Docker

How was it tested?

Locally, against both Lisk Mainnet and Lisk Sepolia networks with both geth/reth execution clients
