It's not entirely Open Source. Binaries are actually distributed under EULA (which is a proprietary license), and Steam release is distributed under the terms of Steam Subscriber Agreement.
I think that a better alternative is LibreSprite, which is a fork of Aseprite and it's source code (and binaries) are released under GPLv2.
