Setup CI to run tests for PRs #122

Expected Behavior

When a developer opens a Pull Request we need to make sure that the CI server runs tests for the Pull Request.

Actual Behavior

At the moment the CI does not run tests for Pull Requests

Acceptance Criteria

When a developer opens a pull request circle Ci should run tests
