Create a new EC2 Instance to host a PODS

As a video conference participant, I want someplace to host my personal PODS so that other video conference participants can invite me to new meetings

Tech Notes

• We'd like to target the "free-tier" of Amazon AWS EC2 initially
• This is the public PODS server where you'll store your video for future viewing so that I'll be able to refer back to it later
• This is the public PODS server where your video transcripts will be stored and shared with other conference participants

Acceptance Criteria

There is a URL that I can visit in a web browser.
