Move fixed date solemnities to calendar_fixed table to allow for localization
Apply the same rules (coincidence with palm sunday and the likes) for all solemnities during the cycle from the mysql requests

I believe this should be fixed between all the LitCalEngine updates and the mysql database dump in e79d1f96258f181ecf4b95454f773b20ecf28310
