I do not see a combo box on chat widget,for changing the language...

You should have read news article. You have to activate it. In any case I ques there is one more issue still, if user nacigates to another page, language falls back to the default one. This one i will fix a little bit later.

I have fixed it also. It's in master branch also now.

Settings, livehelp configuration, chat configuration, misc, and check show user option to switch language...
