Add in the settings the option to activate a message on top if update is avaiable #675

Create an option in the settings to enable message notification of new version on top of the livechat so admin and operator didn't have to check manually all the time.

If someone didn't like that can deactivate in the settings :) or maybe if someone wont can activate it.

About what exactly notifications you are talking hmm?

Like a yellow message on top window who alert the admin there are update so admin or operator log in and see there is an update available.
