Add Issue Templates #124

Using priority labels to direct our limited time to the issues that need it most could be helpful.

An Issue template could be the best way to describe the labels and encourage people to use them, so I'm using it as a medium for discussing priority labels and experimenting with issue templates.

Instead of having one Bug template that contributors add a priority label to, we could have a handful of bug templates that auto-populated the priority label: High Priority Bug, Medium Priority Bug, etc.
