Port Counter Component #30

I'm marking this as blocked on #200 for now, as this is what needs to be implemented before.

Just like manual game time, I think we can probably close this, but I'd like to explore actually implementing it in Web LiveSplit One before closing it, as possibly some changes may be necessary in livesplit-core.
