Make a map of bike parking #37

Similarly to #36, there's also been talk on Twitter of a map of bike parking:

Is there a Liverpool Google map for bike sheds or bike racks?

Sounds like a good thing to make, and should be possible with umap and OpenStreetMap data. We're going to convene online tomorrow to try building it.

We followed the same process detailed in issue #36, to get a dynamically populated map. It actually covers the whole world, but defaults to showing Liverpool when you first load it.

I also set the Popup content template in the Interaction options section to this:

# {name}
Capacity: {capacity}
Covered: {covered}

So that when you click on any of the bike parking icons, it will show you the name, capacity and whether or not it's covered; if those attributes are set in the OpenStreetMap data.
