Who needs to be part of this decision? We need to think MVP here.

Decisions to be made:

[ ] Set up structure around Lewis? (Would have consequences for Gazetteers more generally, and our structure for the Wikidata gaz data)
[ ] Set up/change structure around census data. (With/without connection to gazetteers, depending on the point above)
