Add Continuous Integration #66

Adding Continuous Integration via Github Actions will ease further collaboration, especially if the repository is publicly released and others offer contributions.

Components:

[x] Add an GitHub action to run tests 0b8f1f9ae94b
[x] Test it can automatically run, including database components and docker 0b8f1f9ae94b
[x] Add another actions like linting (but not currently passing) 0b8f1f9ae94b
[x] Ensure all can pass
[x] Merge with main

All tests on main pass as of run 4125160304 for commit e350ee084c2b5b4b427d9ddd1847e7b0d70bcb71 to main.
