Add package structural elements and start to build functions and templates #2

I have added R package structures and added the function to build file structure. I need to work out how to add the template to the file structure (I think this covers it: https://rmarkdown.rstudio.com/docs/reference/draft.html). Added some ideas for minimum metadata (quite a lot for a minimum!)
