Fixed recommendation logic for new users with no stories #180

Description: This PR resolves issue #179 (Inconsistencies in Recommendation Responses for New Users). It updates the recommendation endpoint to ensure that new users who haven't created stories but are above the cold start threshold get recommendations based on their social interactions rather than the general recommendation algorithm. This change provides a more relevant user experience for new users.
