lvx2 文件读写的实现未提供 #48

目前 lvx 文件的读写已经在 SDK1 中实现，但 lvx2 文件的读写依然是闭源状态，仅在 LivoxViwer2 中使用。希望将 lvx2 的读写与到 pcd 等的转换开源。
