需要一个从Livox customized pointcloud format数据转换到laserscan数据的实现。

我们之前的土方法是customized pointcloud format转pointcloud2再转laserscan（每一步都有开源功能包），不想费事而且机器人运动不剧烈（也就是激光雷达的roll、pitch角不会大幅变化）的条件下可以这么做
