UI should only spawn when music is inactive #66

Whether it's silent or a note is being sustained, only show the on-screen UI if the music is unchanging.

If music is playing, changes to the brightness slider are already apparent. But if no music is playing, showing the UI for the slider is helpful since the changes are not otherwise apparent.
