[BUG] Licensing

Describe the bug Need to determine the licensing for this project before opening the repository up to anyone

Added a license... need to review if we can distribute packages required with the license we selected.

Items to review.

• python modules (only IGDB modified... need to double check)
• retroarch (does modifying the config file count as changing source code?)
• retroarch cores (nothing modified)

Need to review if we can distribute modified code...

• IGDB python wrapper They use MIT license... Should be okay.

I think modifying the config files is okay. Retroarch runs without a retroarch.cfg or retroarch.default.cfg.
