I had the same issue but upgrading the latest prerelease fixed it haha https://github.com/LizardByte/Sunshine/releases/tag/v2024.1115.143556
I had the same issue on Debian 12 running the latest version of sunshine v0.23.1 and I fixed it by disabling sunshine.service and then adding sunshine in KDE Autostart section. It seems that when sunshine is started by systemd, it cannot detect the connected monitor.
