Putting the configuration in `~/.config/nixpkgs` instead `~/.nixpkgs` #923

This is both a feature request and a question.

I'm unsure if the ~/.nixpkgs is harcoded somewhere uncontrolled or if could be modified to either test both paths or be configured too.

I hadn't seen https://github.com/LnL7/nix-darwin/wiki/Changing-the-configuration.nix-location, fixed!
