Build Up toggle not working for damage buff

[CoH-Marshman]

Build Up, when toggled on, only show's the "ToHit" buff in the stats ("Total for Self") window (Seismic/Earth Blaster). There is no damage buff triggered for the Miscellaneous Buffs nor any effect on the individual powers.
