D-Sync Slow on Snow Storm not showing buff #137

Describe the bug On the blaster Cold Mastery Pool power Snow Storm, the effects and info window aren't reflecting the slow buffs from the Deceleration D-Sync enhancement. (Still shows up on the hover-text, though.)

To Reproduce Steps to reproduce the behavior:

  1. Pick up Snow Storm from Blaster Cold Mastery
  2. Slot in Deceleration D-Sync enhancement
  3. Examine Effects and Info tabs
  4. See error

Expected behavior Info and Effects tabs should reflect enhanced slow values from D-Sync Deceleration.

Affected enhancements: D-Sync Deceleration, Ice Mistral's enhancements with slow component
