On all Kinetic Melee characters except Stalkers, the first IO you slot increases global damage % by an amount equal to what that power would provide in buffs under the Power Siphon effect (25% for Tankers, 31.25% for Scrappers, etc).
This buff should instead be reflected (and is already) by the Targets slider in Power Siphon itself.
Steps to reproduce the behavior:
Create Kinetic Melee Character of any type except Stalker.
Select a KM attack power and slot it with literally any IO
Observe the global Dam % go up accordingly.
The global dam % will appear and go away seemingly at random as you add or remove subsequent IOs from that power. I have not seen a real pattern to it.
Expected behavior
I would expect slotted IOs in these powers to have no effect on global dam % unless they were a damage proc like gaussian's.
