Exactly as described, PotD in Mid's right now won't take Recharge enhancements that are IO, SO, TO, DO, etc. It can take them from sets, and it benefits from them, and it can take IOs in-game, so this is just an exclusion problem (I assume because somebody copied the base from a skill that doesn't accept recharge like Sorcery's self-buff).
