Glinting Eye missing damage numbers #90

Peacebringer power Glinting Eye does not display a damage figure in INFO tab unless slotted with a proc. It does not appear in Power Graphs / Power Stats at all.

This affects both existing files and new builds.

To reproduce: Create a new peacebringer. Add Glinting Eye. Select Glinting Eye. Check INFO tab - no damage is displayed. Open Power Graphs / Power Stats. Set middle drop down to Damage - Glinting Eye is not displayed.

Expected behavior: This is an attack power and does damage. It should behave like any other.

Tested on v3.0.5.7, database 21.0709 and v3.0.5.9, database 21.0709
