v70r51 searching for config.txt #110

What steps will reproduce the problem?
1. have config.txt in usb-loader folder
2. searches for config.txt
3. have to manually load without config.txt

What is the expected output? What do you see instead?
auto load into game list. instead it searches for the config.txt file and is 
already in the usb-loader folder

What version of the loader are you using?
v70r51

What is your System Menu version (e.g. 4.2u)?
4.1u

What is your media type (HDD, USB Flash, SD/SDHC)?
sdhc

How is your media formatted (wbfs, fat32, ntfs)?
fat32

Which cios are you using, which version, which base (222,249,...)?
(Please try both 249 and 222 with cfg-222.dol)

Does it work with other loaders?
only use this loader

Does it work with the latest or an older version?
worked with v70r34

Please provide any additional information below.

My loader also doesnt generate a config.txt, save any settings to it, or read 
it. It only reads the settings.cfg. The v70r34 read from a blank config.txt and 
loaded straight to the game list. I've also tried with a blank file with the 
latest v70r51 and it cant find the file. I've used cios 249 to load the blank 
config.txt file with v70r34 and it ran perfectly.

I can use up to v70v37 and it find the config.txt file. Looks like 41 and up 
wont read the config.txt file.

What is the full path of the config.txt file you are trying to use inculding 
the device?
Start cfg and click on setings the second line starts with CFG BASE what does 
that line say?

When you say "3. have to manually load without config.txt"

What steps are you going through to manually load?

I'll start the loader, it'll start searching for the config.txt file, it'll 
come up with the select storage device, then i load without the file when its 
already in the sd:\usb-loader folder

Your pressing "A to continue without config.txt"
After that are you changing the device or partition?

It loads the default SD device. Yet still searches for the file at startup. The 
default is SD/FAT1.

revove any empty config,tx file you may have created
start cfg
After cfg is up and running
Try pressing settings, system, save settings

Unfortunately it only saved to settings.cfg and there's no config.txt file 
after I save settings.

Please try the attached version and add "device = sdhc" and "partition = FAT1" 
to the config.txt
